General Volunteers Meeting – MOM
The following is an account of the minutes taken at the IAC Chennai general volunteers meeting held on 29/01/2012 at the Independence Day Park, Valluvarkottam, Chennai.

Agenda:

Minutes:
• Mr. Chandra Mohan (present at this meeting) along with Mr. Upendra and Mr. Sundar (not present) attended the meeting at Bangalore
o Predominantly a Karnataka Meet
Points conveyed by IAC-C team
o Plans discussed to travel districts and rural areas
o Strategize campaigns towards 2014 elections
o Campaigns should be awareness centric
o Ideally create nodal centres in all districts
o Create an Idea pool – volunteers to contribute
o Mid feb target to start TN tour
• Santosh Hegde to visit Coimbatore on the 12th Feb
o IAC-C volunteers to join
o Invite other chapters
o Discuss TN tour strategies
• Join other movements that work for anti-corruption; send representatives to other meetings to increase knowledge base
• Suggestions by volunteers
o Announce 12th Feb event as TN IAC Chapters meeting (Good OPP)
o Coimbatore can reach south TN districts easily
o Create a “Makkal Tagaval Maiyam” call centre for enquiries
TN Strategies:
Mr. Chandra Mohan threw the floor open to all volunteers present at the meeting to give their suggestions towards building a strategy for the TN tour.
• Gram Sabhas if effectively implemented will become a strong step towards good governance → (to be discussed further)
• IAC C should set up a grievances redress cell for TN
• Understand local people's knowledge level and mentality towards our movement before campaigning
• Communicate basic ideologies of IAC clearly
• Execute some ideas (redress existing issues) to build/induce faith in IAC
• Explain who a public servant is (he is not your boss, rather you are his)
• How to induce faith?
o Explain existing public benefits
o Implement some crucial RTIs
o Create our own citizen's charter
• Newsletter → add TN Newsletter to central newsletter with local content in English and Tamil
• Point out corruption in day to day life
• Collect list of all charges for public services and fines
o e.g. traffic offense fines, ration charges, license fees etc.,
• Get in touch with retired officers and get info and ideas
• TN CM had announced 5 lakhs for clean villages – leverage this to induce cleaning endeavours in villages
• IAC should study and understand all benefits available / announced by TN govt. for rural development
• Communicate already established successful rural projects; e.g. Model Village (Koothambakkam)
• Target children at village schools;
o Contact schools and organise meetings / talks
o Talk about general social responsibilities – good habits
o Teach students personal honesty
• Understand TN district occupational issues and address them (fishing, farming, weaving)
• Round one of TN tour – Discuss only general issues, create awareness about IAC, Anna ji, Lokpal etc., and get feedback and knowledge on personal district wise problems
• Round two of TN tour – try and solve these problems
• Create a database of districts and their issues
• Grievences Redress Cell
o Through website
o Helpline (IVR)
o Through postcards that can be sent to IAC-C (need an address)
• Contact local NGO's to understand already existing issues
• Create a website to just hear grievances (later discuss redress process)
• File RTIs to find out roles & responsibilities of each govt. office and officers (own citizen’s charter)
• Create an office for IAC; all RTIs through IAC-C to create a safeguard
• Understand and plan to implement section 4 (get info and publish)
• Form IAC-C RTI team
• Form IAC-C Social Audit team
o Social Audit through IAC instead of individuals (whistle blower protection)
• Identify expertise within IAC TN chapters to handle grievances redress
• Compulsory weekly meetings at a set venue and set time
